With nine offices throughout California, the Company has provided services to the transportation, water resources, government services, and federal markets for over 60 years. We are well positioned in the marketplace, and on a trajectory to continue our geographic services expansion. MNS is hiring a Vice President of Government Services to join our team. This position is remote, with occasional travel required. Candidates must reside in California due to current geography of Government Services clients. SUMMARY OF POSITION The Vice President will be responsible for overseeing engineering projects related to public infrastructure for city/county governments across California. This role involves leading multi-disciplinary teams, developing client relationships with municipalities, and ensuring projects are completed on time, within budget, and to high standards of quality and safety. The ideal candidate will have experience working on municipal projects and a deep understanding of California’s regulatory environment and infrastructure needs. RESPONSIBILITIES Strategic Leadership Provide program level leadership overseeing engineering teams working on civil infrastructure projects such as roads, bridges, water systems, staff augmentation and public facilities for city/county clients. Work with the Government Services Business Unit Lead to establish and continue the strategic direction of the department in partnership with company goals and continue to oversee the development of standards and procedures to ensure department quality standards are met and maintained. Use creativity, foresight, and mature judgment in anticipating and solving unanticipated problems. Client Relationship Management Act as the primary point of contact for city/county officials and government agencies, ensuring client satisfaction and understanding their long-term infrastructure needs. Utilize high level communication skills with internal and client staff at multiple levels, including elected officials to ensure a high degree of quality, timeliness, and profitability. Project Oversight Ensure the successful planning, design, and execution of projects, maintaining compliance with local, state, and federal regulations, including environmental and safety standards. Assist our Project Managers on projects as appropriate. Prepare/negotiate/direct/execute client contracts, coordinate and implement sub-consultant work; and resolve disputes over labor, scheduling, payments, or contract delivery. Business Development Lead efforts to identify new business opportunities within cities/counties in California, responding to RFPs (Requests for Proposals), and nurturing long-term relationships with city/county governments. Visit clients to position for upcoming work, and partner with MNS Business Development staff to identify, track and pursue business opportunities. Additional business development activities may include preparation of proposals, interviews, and project contracting/setup and conference(s). Budget&Resource Management Oversee project budgets, ensuring financial targets are met and that resource allocation is optimized across multiple projects. Conduct or acquire cost analysis for project pursuit strategies. Regulatory Compliance Ensure all engineering projects adhere to California’s specific regulatory requirements, including environmental, zoning, and safety codes. Team Leadership&Development Lead and mentor a team of engineers and project managers, fostering a collaborative, innovative work environment. Recommend new technology and ideas to improve efficiency. Stakeholder Communication Regularly communicate project updates to city/county officials, stakeholders, and firm leadership, managing expectations and resolving issues. Represent MNS at industry events and on social media. QUALIFICATIONS BS in Civil Engineering or related field required. California registered Professional Engineer (PE) required. Valid California Class C driver’s license and an insurable driver’s record required. 10 years of experience in civil engineering with at least 5 years in a leadership role, ideally managing municipal projects in California. Skills Strong leadership and team management skills. In-depth knowledge of California municipal infrastructure and regulatory standards. Excellent client-facing communication and negotiation abilities. Ability to manage multiple large-scale projects simultaneously. Proficiency in project management software and civil engineering design tools. Other: Strong understanding of California environmental policies (CEQA), public funding mechanisms, and contracting practices.
