ASSESSMENT FACTORS Seeks opportunity to apply subject matter expertise in leading and/or guiding discussion, advising, and analysis in the directorate, Agency, IC, and professional associations; shows initiative to capture best practices to refine BHR functional area procedures; and builds personal leadership, ethics, and integrity to demonstrate impact toward achieving office and directorate strategic goals, assessing situations, and developing interventions and recommendations. Demonstrates polished verbal and written communication skills to compose, tailor, and deliver psychological reports and presentations and provide feedback on abstract and/or exceptionally complex behavioral science issues in a way that allows a non-mental health audience to understand the intended message and objectives. Prepares and delivers briefings to large diverse internal and external audiences on complex and/or controversial topics in a manner that is appropriate for the audience and consistent with policy and/or best business practices. Makes defensible, expert judgments that address mission priorities and recommends the course of action that maximizes sound professional ethical considerations and behavioral science expertise. Accepts constructive feedback and demonstrates flexibility to meet mission demands. HIGHLY DESIRED SKILLS Expertise in the assessment of a wide range of psychopathology, substance abuse, psychotic, sexual, and personality disorders. Demonstrated excellence in operating within a risk management framework. Includes knowledge of the Security Executive Agent Directive 4, Intelligence Community (IC), and DoD personnel security and insider threat programs policies, directives, and regulations. Demonstrated excellence in providing psychological consultation&briefings while maintaining professional ethics when working in a multi-disciplinary environment with non-mental health professionals. BASIC REQUIREMENTS Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
