Job Description Summary: The Strategic Systems Program office is seeking a Program Manager (PM) to directly support the Chief Technology Officer (SP202) of the Navy’s Strategic Systems Program Office (SSP) at the Washington Navy Yard. SSP develops, tests, and delivers the world’s most accurate and reliable guidance, navigation&control (GN&C) systems to enable credible, survivable, and resilient port-to-target solutions to support the warfighter. The PM will be responsible for directly supporting SP202 programs with a focus on supporting the Nuclear Delivery Systems (NDS) program. The PM will take direction from the SP202 organization as needed. Job responsibilities include monitoring program performance and execution of program plans, including identifying risks and opportunities, coordinating NDS activities across SSP’s technical branches, and presenting to the larger NDS community as directed by SP202. The Program Manager will report to the Director of Hypersonics and Advanced Reentry in the Draper Strategic Systems Program Office. Duties/Responsibilities: Manages project planning and execution of individual or a collection of projects. Performs activity and resource planning in coordination with the assigned engineering lead. Manages all pre contract and post award contractual requirements including, but not limited to, protection of Draper proprietary data through non-disclosure agreements, teaming agreements, and Intellectual Property agreements. Performs cost estimating and budget planning. Analyzes and manages project risk and manages reports and necessary documentation from inception to close out following all Draper QMS procedures. Leads the development of proposals in a teaming fashion with engineering, program administration, and F&A. Effectively conveys work results to the project team, business leads, and supervisors in oral and written form; clearly communicates with sponsors, management and peers. Effectively integrates team member inputs into reports and presentations. Collaborates with customers through both program execution and business development activities. Regularly interacts with customers and technical staff to bring new concepts/solutions to our sponsors. Performs other duties as assigned. Skills/Abilities: Program and project management skills. Ability to quickly learn new technologies and/or new applications. Knowledge and proven track record of successful business interaction. Ability to be persuasive and a strong relationship builder. Possess excellent communications, presentation and networking skills. Ability to travel on an as needed basis. Proficiency with Microsoft Office Applications: Word, Excel, and Outlook. Education: Bachelor's Degree in Engineering or Business or related field of study required. Experience: 3-5 years experience in program related area with functional or program management experience. Aerospace systems experience is preferred. Additional Job Description: Responsible for directly supporting NDS and related efforts. Reviews and coordinates program and schedules as directed. Coordinates activities with the Conventional Prompt Strike (CPS) program office as required. Responsible for supporting program planning including interfacing with SSP industry partners and SSP technical branches. Develop technical program management best practices and provide training/mentoring to project teams. Monitors dependencies across multiple inter-related technical projects to adhere to SSP processes. Applicants selected for this position will be required to obtain and maintain a government security clearance. Travel is required on an as-needed basis. Secret Clearance required.
