Description THE ROLE The Rehabilitation Services Director is responsible for overall program development and daily management of the facility Rehabilitation programs and supervision of all therapy staff and may also directly or indirectly manage MDS Nurse Coordinators. This responsibility includes maintaining budgets, managing staffing levels, achieving favorable payment reimbursement scores, optimizing therapy productivity, and overseeing quality of services for the respective programs and affiliated program staff. The Rehabilitation Services Director will be responsible for developing and leading the strategic objectives of the Department in collaboration with the Administrator, Home and Community Care Leadership, and other department heads as appropriate. ESSENTIAL FUNCTIONS Program Services: Responsible for all operations of the Rehab department, including the direct oversight of the program, supervision of therapy team; director or indirect supervision of massage and recreational therapists; and direct or indirect care to maintain compliance with all applicable Federal, State, and local laws, regulations, and requirements as well as facility/agency specific policies and procedures and achieve optimal reimbursement. Ensures team is productive and efficient when providing quality care. Assists in marketing and promoting education of therapy services and modalities to program staff, patients, and Providers. Ensures appropriateness of referrals to sub-acute rehabilitation or long-term care units, and coordinates rehabilitation conference. Provides rehabilitative consultation and training to other appropriate department staff members. Budget: Develops and ensures department goals, objectives, productivity, and revenue projections for assigned areas are met. Oversees utilization review for Medicare's Patient-Driven Payment Model (PDPM), Managed Care, Medicaid Case mix, and Part B services to ensure optimization of reimbursement by ensuring accurate care levels, diagnosis and interventions provided and MDS review for accurate coding. Hires all therapy staff and ensures staffing levels and productivity are maintained and within budgeted parameters. Develops and manages department budget, productivity, and efficiency standards. Coordinates with appropriate staff members in determining Medicare and Managed Care eligibility or other funding options. Quality: Ensures all staff members are meeting performance standards and ensures the quality of the therapy programs. Continually upgrades clinical skill level of all staff members. Maintains working knowledge of therapy service, staffing, program requirements, and scheduling. Ensures adherence to Medicare and Managed Care requirements in rehabilitation. Ensures all written and electronic therapy documentation meets state, federal, and facility requirements. Takes leadership role in Quality Assurance programs supporting data analysis and presentation of Quality Measure (QM) reports that affect QM and 5-star rating on a regular cadence. Educates ministry-wide Leadership Team and participates in the process of identifying and improving quality care issues using data sources (e.g., MDS, CASPER, Abaqis, survey results, etc.) and in the development of activities and goals of the QAPI program. Coordinates with QAPI PIP workgroup and IDT to ensure department or ministry-wide engagement in QAPI performance improvement plans based on identified shared metrics dashboards. Other: Provides leadership and direction to program staff to ensure strategic goals are developed and attained for the individual and the department as a whole. Provides direct care therapy services (within the scope of license) as needed to meet the needs of clients and residents. Directs development and implementation of departmental policies and procedures, standards of practice, procedural manuals, and criteria-based job descriptions. Ensures the department evaluates the needs and requirements for adaptive, specialty and durable medical equipment and facilitates the purchase of same. Facilitates and attends staff meetings, in-service meetings, and participates in agency committees or task force activities. Represents and participates in Service Line Committees and contributes to the growth and development of Rehab, Quality and MDS departments as appropriate. Ensures confidentiality of all facility, client demographics, medical, and financial information is maintained at all times. Ensures proper handling and disposal of confidential documents and adheres to all HIPAA rules and regulations. QUALIFICATIONS Bachelor's Degree in Occupational Therapy, Physical Therapy or Speech Therapy Master's Degree in Occupational Therapy, Physical Therapy or Speech Therapy; or Ph.D. in Occupational Therapy, Physical Therapy or Speech Therapy (preferred) Upon hire: Provider Basic Life Support (BLS) - American Heart Association (preferred) Upon hire: Food Handler Card (preferred) Upon hire: AANAC Resident Assessment Coordinator - Certified (RAC-CT) certification (preferred) Upon hire: Quality Assurance Performance Improvement (QAPI) Certified Professional (preferred) 3 years of experience working in long-term or sub-acute care 2 years of supervisory and/or management experience in long-term care or sub-acute rehabilitation (preferred) 1 year Close collaboration or supervision of clinical nursing (preferred) Ability to communicate in English effectively both verbally and in writing. Ability to follow appropriate communications channels Demonstrates competency by maintaining positive, collaborative, and constructive interpersonal relationships and deal tactfully with personnel, residents, family members, visitors, government agencies, and general public. Understands and practices the principles of effective teamwork Demonstrates ability to prioritize work assignments and meet productivity and quality standards Demonstrates ability to work with minimal supervision and exercises independent judgment within the scope of practice Adapts easily to changes in work assignments and environment, is willing to assume additional responsibility and learn new procedures Knowledgeable of nursing and medical practices and procedures including regulations and guidelines that pertain to long-term care Effective organizational skills Ability to work flexible hours and shifts as needed Ability to use standard office equipment including personal computers, telephones, copiers and fax machines Proficiency with MS Office products including Word, Excel and Outlook preferred. Proficiency with Electronic Medical Records (EMR) systems for therapy data and documentation systems or software Proficiency with therapy data and documentation systems or software. Knowledge of relevant rehabilitation therapy techniques and procedures in respective discipline and willingness to seek out new methods and principles to incorporate into existing clinical practices Must be able to demonstrate the knowledge and skills necessary to provide appropriate care to clients ranging in age from adolescents to geriatrics including knowledge of the principles of growth and development over the lifespan, possession of the ability to assess data reflective of the client’s status and be able to interpret the appropriate information needed to identify each client’s requirements relative to their age-specific needs Access to daily use of an insured reliable vehicle or an alternate ability to travel to sites as required.
